You either run the OS or run an emulated version of it.
Why would you like to run an operating system on top of another one in the first place anyways?

You can use a program called PearPC, which lets you emulate a Mac on Windows. You will need a Mac OSX Leopard DVD, and from there, you can install Leopard onto your emulated machine and download the iPhone SDK.
