Windows 3.1 . The whole system took only 30 Meg. (approx.) Although if you were to install that version, I don’t think you could find anything to run under it, except Solitaire.

The above answers are correct. Win98 is the smallest one I have ever used–it runs about 800 megs. Due to what is called software bloat every new operating system is bigger than the last one so just step backwards and you will get a smaller OS.
Ok lets get real….To use win 3.x would be fruitless. What would you run? A 1980 version of pac-man? I am very familiar with VM Ware and I recommend using a product called Lite PC. It makes the footprint light and HIGHLY customizable. There are some demo’s on the website using LITE 98 on a 16Mb flash drive!! You can strip win 98, 2000 and XP down to whatever you like!!http://www.litepc.com/
