Is there a way to use an emulator like VMware to run Windows Vista off of Windows XP?

Yes, you can use virtual pc. However, if you run Vista — just like a regular environment, you will need to have enough resources [memory] on the machine… in my experience, if you have less than 3 MB memory on the machine, you will experience significantly reduced performance on the virtual machine. The Microsoft Virtual PC is free currently.
yes. you can either use microsoft virtual PC or vmware server. both of these are free softwares. search google with keywords download virtual pc or download vmware server for more help.
