I am running windows server 2003 small business edition. The server has 4gb of ram and dual 3.2ghz xeon processors. The main OS is WS 2003 SBE with windows server 2003 (terminal server) runing virtually on VMWare. When you are logged into TS, everything is fast and normal. However, when you go to the console, SBS is very, very slow. Bootup generally takes about 15 minutes. Any help is greatly appreciated!

My guess is that you need to run TS on a separate machine (not anything near the power of your first).
Is that the max ram you can run on the machine? If it’s 64 bit, I would double the RAM.
But, I would find the support forum(s) for WBS and look around. You are probably not the first to experience the problem.
Do you have Vmware tools installed on the Virtual machine? How many resources are allocating for the virtual server? SBE has alot of stuff running on it, check your performance monitor and check for bottlenecks. How heavily used is the Terminal Server? Check all of this stuff out.
