I have heard about VMWare software that creates virtual OS in your computer. My question is:
-Once I installed VMWare software in my laptop, after that do i have to install OS in that virtual part? or OS is already installed when I install VMWare software.?

Hello.
The process to install VMware is different for each operating system. In general, you will need the VMware player, and a VMware vmdk (virtual disk). Unless you download and install VMware server, then you cannot create your own disk’s.
Once VMware is installed, you will need to install the OS of your choice on the virtual computer. VMware is only a virtual computer layer, it does not include any OS by default.

You need to install an OS in VMWare. How would it help if you could only run one OS? Anyway, you will need a CD that you will mount within VMWare to install it.
