I’m not so sure you can install directly to the virtual machine but there are pre-installed images of Tiger that can be launched in virtualisation software. There’s a 10.4.1 image that runs in Vmware but it is painfully slow and is rather unstable.
Best advice is get yourself a cheap external USB harddisk and install Leopard on it. You’ll be able to run applications at full speed (hardware permitting).
If you’re worried about networking then the belkin n wireless usb adapter (F5D8053) works.
