So far i haven’t been able to find any virtualization software that can allow for desktop effects on Ubuntu as the guest OS. I use windows vista. Anyone know of any free ones that can do this?

Virtualization in general doesn’t have good support for hardware acceleration. You could, if there is an option in the VM, increase the amount of video RAM available.
I don’t know which VMs you have used, but have you tried VirtualBox at all?http://www.virtualbox.org/
I know for a fact that it has an option to increase the amount of video RAM. I don’t know how well it will perform for what you want, though, as I’ve never used it for that purpose.
