I was thinking that if you could “capture” the current state of Windows on your local machine using (VMware converter for example) and make it run as a virtual machine on another PC, that you could deploy that virtual machine across computers in your company.

you could use any of the freely available pre configured Virtual machines to run with vmplayer, however Vmware does not give away vmware tools that let you copy file to and fro a virtual machine and the host. So it is as good as a demo.http://www.vmware.com/vmtn/appliances/
It wouldn’t be legal. Microsoft defines every individual motherboard as a unique computer. Better to either pay the licence fees properly, or move over to using software such as OpenOffice.
